# PAT testing requirements: assigning workplace duties and agreeing the inspection scope
By Test Master UK6 November 20262 min read

Service illustration: pat testingPAT testing requirements are often discussed as though one law demands annual tests for every appliance. HSE guidance instead explains duties to maintain equipment safely and a proportionate approach to checks. This guide focuses on assigning responsibilities and agreeing a workable inspection scope; the existing legal-requirement article explains the distinction between legislation and PAT testing itself.

## Identify who manages the equipment
An employer's electrical safety responsibilities should be supported by a clear maintenance process. Name who maintains the inventory, receives fault reports and authorises action. In shared premises, clarify equipment ownership and responsibilities with other occupiers or the landlord.

Leased, hired, staff-owned or contractor equipment needs an agreed approach. Do not assume a landlord's visit covers every device brought into an office. Responsibility should be explicit enough that defective equipment does not fall between organisations.

## Agree suitable maintenance activities
The maintenance plan may combine user checks, formal visual inspection and electrical testing where appropriate. Equipment type, handling, environment and previous findings help determine the arrangements. Not every item needs identical tests at identical intervals.

Give users a clear way to report visible damage without opening equipment. Formal inspections and tests need the appropriate competence. Staff awareness is useful but should not be mistaken for permission to dismantle or repair appliances.

## Check additional conditions
Insurers, clients, leases and site rules can request particular evidence. Read the actual terms and record their basis separately from the risk-based maintenance plan. A contractual annual attendance requirement does not automatically establish the best testing method for every item.

Rental and specialist-sector duties need separate checks. For example, England's social rented sector has specific equipment-check obligations. Do not assume one workplace article establishes the legal position for every property across the UK.

## Define the contractor's scope and your follow-up
State equipment counts, access, exclusions and expected results. Agree who receives urgent findings and prevents unsafe reuse. Commissioning an inspection does not remove the organisation's responsibility to act on reports or manage damage between visits.

Request workplace PAT testing with an agreed inventory. Local PAT testing in Greenford can be scoped to your premises. Fixed-installation duties require separately considered commercial EICR testing.
