# PAT test certificate: what a summary proves and which records to retain
By Test Master UK6 November 20262 min read

Service illustration: pat testingA PAT test certificate commonly summarises an appliance inspection or testing visit. Its value depends on the supporting equipment records and the scope actually covered. There is no single universal government PAT certificate that guarantees ongoing safety. This guide focuses on checking the summary you receive, complementing our existing guide to maintaining a detailed appliance register.

## Check the visit and premises details
Confirm the site, inspection date, provider and agreed equipment scope. Where several properties were visited, ensure the documents distinguish them. A portfolio summary should not conceal which site contains a failed or untested item.

Ask what supporting results accompany the certificate. A signed page without appliance identifiers may not establish whether a particular item was checked. Keep the summary and detailed report together.

## Match totals with item-level findings
Reconcile inspected equipment with the inventory, including exclusions, unavailable items and replacements. Findings should identify the item and the checks completed. Do not assume that the certificate means every electrical object in the building was tested.

A report can include failures. Receiving a certificate does not mean those items were repaired. Keep their outcomes visible and retain appropriate evidence of repair, replacement or removal from use.

## Records and legal duties are different
HSE does not impose a universal duty to label every item or retain one specifically named PAT certificate. Records can nevertheless help demonstrate and manage maintenance. Contracts and property-specific requirements may call for particular evidence.

Rental duties vary by jurisdiction and housing type. England's social rented sector has specific requirements for checks and records for relevant landlord-provided equipment. Do not apply a blanket claim that appliance records are never required to every rental arrangement.

## Use evidence rather than a blank template
A blank template cannot create genuine inspection findings. Do not fill in a pass based on equipment age, appearance or a missing previous certificate. Obtain the appropriate inspection or competent advice.

Arrange PAT testing with reporting and agree the documentation before attendance. For PAT testing in Ealing, provide the inventory and previous records. A certificate supports maintenance management; it does not replace attention to damage between visits.

- Correct site and visit details.
- Supporting appliance-level findings.
- Visible exclusions and failed-item actions.
- Appropriate records and delivery evidence where required.
