# HMO safety records: organising electrical and fire compliance evidence
By Test Master UK15 September 20262 min read

Service illustration: property managementAn HMO property file should help a landlord act, not merely accumulate certificates. Electrical installation reports, appliance records and fire safety documents cover different risks. Keeping them organised by property, scope and outstanding action makes it easier to answer a borough request and, more importantly, to maintain the building safely between inspections.

## Start with responsibilities and property details
Record the property address, use, licence information and the contacts responsible for access, maintenance and resident communication. Keep current licence conditions with the file so that property-specific requirements are not lost in a portfolio-wide template.

Where an agent manages the property, agree who books work, receives reports and authorises urgent action. Delegating administration should not create a gap where both parties assume the other has dealt with a defect. Keep the process clear enough for a substitute contact to follow.

## Separate the evidence by scope
Store the fixed installation report and remedial confirmation under electrical installation records. Keep landlord-supplied appliance inventories and PAT testing outcomes in a separate section. Fire risk assessment findings, alarm records, emergency lighting records and door inspections each need their own identifiable scope.

A document's title does not prove every system was examined. Note limitations, inaccessible areas and equipment excluded from a visit. That prevents an appliance register from being mistaken for an installation assessment or a door inspection from being treated as a complete fire risk assessment.

## Maintain one action list
Draw outstanding work from the separate reports into a property-level list with priority, owner and completion evidence. Keep the source report linked to each action. Due dates should come from the applicable requirements, report and risk, not from an automatic annual reminder for everything.

Arrange HMO appliance PAT testing, residential EICR testing and an appropriate fire risk assessment as distinct tasks within the same management plan.

## Retain delivery and change records
For documents that must be supplied to tenants or authorities, keep evidence of delivery as well as the report itself. Record significant changes to layout, occupancy or systems and review the affected precautions. Protect unnecessary personal information and keep a reliable backup of the property file.

- Current licence conditions and responsible contacts.
- Separate installation, appliance and fire safety records.
- A property-level list of unresolved actions.
- Completion evidence and required document delivery records.
