# EICR for commercial property: landlord, occupier and maintenance responsibilities
By Test Master UK6 November 20262 min read

Service illustration: eicr testingCommercial property EICR arrangements work best when the people responsible for the installation and the resulting actions are identified first. An office tenant, freeholder and managing agent may control different equipment or shared areas. This guide focuses on responsibility and maintenance decisions, complementing our existing guide to practical access and electrical downtime.

## Identify control of each installation
Check which supplies, distribution boards and circuits serve your premises, shared areas and other occupiers. The physical location of a board is not always enough to establish responsibility. Use lease documents, available drawings and competent confirmation rather than assumptions.

Clarify who arranges inspection, grants access, receives results and authorises repairs. Where duties overlap, coordinate the parties. A gap in administration can leave each party assuming the other has dealt with an urgent observation.

## Separate legal duties from contract wording
The Electricity at Work Regulations require relevant systems to be maintained to prevent danger, so far as reasonably practicable. Periodic inspection and testing can provide evidence for an effective maintenance regime. There is no single statutory three-to-five-year EICR rule covering every business premises.

Leases, insurers and clients may specify inspection evidence or intervals. Read the actual conditions and distinguish them from legal duties. Delegating work through a contract does not necessarily remove responsibilities arising from control of the premises or equipment.

## Set inspection intervals using the actual risk
Use the previous report's recommended date, installation condition, environment, changes in use and competent advice. Demanding conditions may need a different schedule from an ordinary office. Do not copy a residential rental maximum into a commercial maintenance calendar without assessment.

Recurring faults and significant alterations need attention between periodic visits. Changes to equipment demand, occupancy or the building layout should be reported to the people maintaining the installation. Inspection is one part of ongoing maintenance, not a guarantee against future faults.

## Own the findings and evidence
Keep the report with its scope, limitations and observations. Give required actions a responsible person and retain appropriate completion documents. When responsibility is shared, agree how findings will be communicated and how the common records will be updated.

Discuss commercial EICR testing in London with the previous report and responsibility boundaries. For EICR testing in Greenford, include the premises use and boards involved. Arrange PAT testing for workplace equipment separately where needed.

- Identify installation and shared-system boundaries.
- Read lease and insurance conditions.
- Agree a competent, risk-informed inspection plan.
- Assign report review and remedial ownership.
